Performance Evaluation System (PES) and Planning and Review (PPR)
It's that time of year again for establishing goals, objectives, and performance measures for the upcoming fiscal year!
DOTD will continue its "top-down, bottom-up" methodology in establishing goals and objectives within the agency;
however, this year, DOTD is moving away from PPRs to the new Performance Evaluation System (PES).
To transition to the new PES, DOTD supervisors are expected to rate employees for FY 11/12 between July 1 and August 31, 2012 using the current PPR form.
Supervisors, however, will conduct FY 12/13 planning sessions with employees using the new DOTD PES form, which will be published and available in the near future.
Planning sessions must be conducted between July 1 and August 31 this year, and every year thereafter. Headquarters Human Resources will offer training to supervisors as the PES planning window nears.

Proposed Retirement Changes
As many employees are aware, the 2012 Legislative Session is underway and will adjourn no later than 6:00 p.m. on June 4th.
Key issues concerning potential changes to the employee retirement system for a number of employee groups are currently being considered.
We in HR are sensitive to these issues and our employees' concerns regarding the potential impact to their state retirement.

assist employees with individualized retirement information or to answer any questions employees may have.

Educational Leave/Tuition Reimbursement for Summer 2012 Semester
PPM 17 provides that permanent full-time employees with one year of DOTD service may request educational leave and reimbursement of tuition cost for college courses directly related to their job duties.
The application and contract form (click here) must be submitted to your appointing authority 30 days in advance of the course start date.

Required Position Description (SF3s) Update
In accordance with Civil Service requirements and DOTD policy, all position descriptions for vacant supervisory positions that are older than one year, and
position descriptions for non-supervisory positions older than 5 years, must be updated prior to filling.
This policy is designed to ensure that all positions are properly allocated and reflect the most current job duties and responsibilities.

Selection Assistance Program
The Headquarters Human Resources Section provides selection assistance to all supervisors who are involved in the interviewing and hiring process.
As a part of this program, Zachary Daniel, Selection Specialist, will provide individualized on-site assistance to hiring managers in order to ensure a
sound selection process from the posting phase to the actual selection. If you have any questions regarding the selection process (interview questions, matrix set-up, legal questions, etc.)

Manager Self Service (MSS) Access in LEO
Supervisors can access information on their employees through the "My Staff" tab in LEO.
This system, known as Manager Self Service (MSS), allows supervisors to view overtime and leave amounts, contact information, PPR dates,
retirement eligibility, and other important information concerning their staff.

Employee Engagement
DOTD recognizes that its most important asset is YOU, our employee, and has taken steps to ensure that we retain our talent.
As a product of our FY11-12 Retention Plan, Employee Engagement sessions have been conducted throughout the agency to elicit feedback on what
DOTD is doing right and on what areas we can improve. We will continue to hold these feedback sessions throughout the Districts and
Headquarters as they have been very successful for improving processes and work environment. Be on the lookout for information regarding upcoming sessions to be held in your area.

Expanded Tobacco Cessation Support for State Employees
Louisiana state employees who want to quit smoking or using tobacco products now have a greater likelihood of success,
thanks to a Department of Health and Hospitals (DHH) pilot program that offers free expanded cessation coaching through the Louisiana Tobacco Quitline (1-800-QUIT-NOW).
State employees qualify for up to five free scheduled coaching sessions with certified quit coaches who work with each caller to develop a personalized quit plan.
Participants also have access to web-based services through the Quitline's web coach program at www.QuitWithUsLA.org.

Stars of Excellence
The Stars of Excellence Program is back! Anyone can nominate anyone for going above and beyond their normal job duties!
To nominate an employee for a "Star of Excellence" award, you may click here.
The nomination form will automatically be sent to the appropriate Award Committee Coordinator.
Each award recipient will receive a monetary award of $150, a Stars of Excellence certificate, and a choice of a DOTD T-Shirt or Polo Shirt.
